Yeah, he'll turn down that sort of a meeting. He don't like talking about himself. Or much of anything. You have to understand, when I say his species isn't very social, I mean that from an evolutionary perspective. They are not a social species. They don't feel any compulsion for social interaction like we humans do. They don't raise their own young, they don't feel compassion, they don't mate for love - or for that matter, even mate permanently; their mating was a matter handled by the eugenics bureau, which paired up the most genetically appropriate members with the express goal of producing the best possible offspring and after the young are born, the parents usually go their separate ways and never meet again. Trying to get him to talk about anything other than business, which he only talks about with business associates, is rather difficult. He doesn't see the need for it and would consider it a waste of time.
But if you wonder about his hatred of mammals, it all comes down to misplaced anger. His species ruled the world during the Triassic period, but had to go into stasis during the ice age because they couldn't live in a world like that. Millions of years later, he wakes up, somehow separated from the rest of his people, can't find them anywhere, there's no traces of the empire his people built and these hairy animals are now ruling the planet. The planet is for his race to rule only. In his eyes, you've basically stolen what should be his.

Thing is, that's not your fault. Even if his species hadn't gone into stasis, mammals would still rule the world. They couldn't have survived the ice age and the stasis ploy was just putting off the inevitable. You didn't take over the world, you inherited it. He just doesn't see it that way.
It's comparable to the fall of the Southern Aristocracy in the United States after the Civil War. Even if the Civil War hadn't happened, their way of life was on the way out already. The economic landscape of the country was changing and the advances of technology were about to render slavery a moot point. The south would have fallen anyway. It's just what happens. But those who live to see the fall always long for what they can never get back rather than move on.
Thulssa Yii is a relic that doesn't belong in this world. The sight of a world that not only doesn't know his people ever existed, but doesn't even have any signs that could show they ever existed was too much for his ego to handle. That's the thing, he doesn't need someone. Needing someone is the product of social evolution. His species is solitary by nature. It's only by going to the conscious effort of overcoming their natural desire to be alone that they could form a society and they only did it because they became intelligent enough to realize it was valuable to do so. But they don't feel empathy or compassion. They don't need friendship. Not like we do. They only need goals to maintain sanity.
His is world domination. You're showing a lot of pity for the guy, so I'm just making a point here: he's a villain. He's basically a reptilian Blofeld. He'd kill you as soon as look at you, except then you wouldn't be around to know that he'd proved his superiority over you.
