That Vash quote could probably use some context, especially for people who haven't seen the anime. It is from the final fight between Vash and his brother Knives, when Vash surprises his brother and the audience by using his own Angel Arm to cancel/contain the mega-blast from his brother's Angel Arm superweapon. The black sphere at the tip was the indication that the Angel Arm was being used in that manner.
Knives (thinking): He cancelled me out!
Knives (to Vash): "I didn't create these weapons to be wasted like that!"
