False, they were originialy bird wemon, a while back peole got the mythologies for harpies wrong, so hence this is why in games, harpies look like this. They originated from greek mythology, Hera (a greek goddess) forced a competition between the muses and the sirens, the sirens lost, so the muses ripped off all there feathers and wore them as trophies. Sirens live on an island, not in the water. Another side to how they were confused with being "mermaids.." was a captain had his crew tie him to the mass of their ship, and forced the crew to take him towards the island, wanting to hear the Sirens beatiful singing. The crew wore protection over their ears and never heard the captains orders to turn around, go to the sirens. They headed back, and it goes that the sirens died because of this, seeing how they were to kill all men when near the island. >.> *nerd*

If they could fly, they would have just torn men to shreds after landing on the deck of the ships, instead of luring them to the depths, which bird women couldn't do. Harpies are told, in the story of Jason of the Argo, to be woman headed vultures that eat the food of the stranded king and defecate on the rest to render it inedible. Siren's couldn't be mistaken for mermaids because the term "mermaid" didn't exist until after the rise of the Roman Empire, being that the word for sea in ancient Greek was not, "mer." That's a latin term and didn't exist yet when the Greek myths were being written.
