He comes from an Argentinean animated film called El Arca de Noe, or simply Noah's Ark in English. It's a retelling of Noah's Ark from the animals' point of view. Admittedly, It's one of the stranger bible films out there. It looks like a kids film but it has adult jokes, innuendos, etc in it. You can find the whole movie dubbed in English on youtube somewhere.
