
ZPD FIRST PRECINCT - BULLPEN - MORNING
Fulgen is smiling, squinting with the tip of her tongue sticking out, with an assortment of paws rubbing all over her face and head. PAN OUT. She is sitting in Grizzoli's lap with Refur on the left and Delgato on the right, all of which are petting her.
GRIZZOLI
Aww, such a cute widdle wuvey dovey- (nuzzles the back of her head)
DELGATO
Aww, How could anyone hate that face?
REFUR
I know, right? Heartless.
GRIZZOLI
(rubs under her chin) Goochy-goochy-wuv-wuv, awwww. . .
Nick and Judy watch wide-eyed as they walk by. They give each other sideways glances. Nick rolls his eyes and Judy shakes her head as they take their seat in front of them.
NICK
So, how does it feel to no longer be the cutest officer in the precinct?
JUDY
(shrugs) Disappointing, at first. But, eventually, I learned to like you.
Nick smirks.
GRIZZOLI
Oh you're so cute I could just-! (picks her up and licks her face) Nyum! Nyum! Nyum!
Nick and Judy exchange sideways glances again. They both close their eyes and sigh.
Grizzoli puts Fulgen back down in her seat and everyone lets out a happy SIGH. Fulgen opens her eyes and glances around with a cute smile.
FULGEN
So. . . (glances left) Are we good? (glances right) Got it all out of your systems? (they all nod) Good.
Fulgen, maintaining her smile, holds up a balisong by one handle. She lets it fall open, then flips it about for three seconds with a final upright flip with the blade landing up and both handles in her hand.
FULGEN
Because the next one who touches me is getting carved like a pumpkin.
BTW, for added effect: The voice actor I envision for Rose Fulgen is Melissa Rauch.

The wolf? If so, I'm 99% positive that's Grizzoli. Bogo refers to the same group of three, the white wolf, a tiger and a lion, as "Grizzoli, Fangmeyer, Delgato" twice, and a polar bear and hippo as "Snarlov, Higgens" twice.
There are two characters in Zootopia whose name is the same as their species (Gazelle and Jaguar), which I figured could be explained along with Grizzoli being a wolf by saying that adoption / fostering is a common practice and those fostered by different species are often named for their species to avoid confusion (hence my decision to name one of the Tower Triplets Ferret. ^_^).

The directors have said that Fangmeyer is the tiger, so the very obviously feline name, Delgato, would be the lion. This leaves the wolf as Grizzoli. Which, yes, is a bear's name, ergo I interpret him as having been fostered by bears.

Long story short is I figure wolves are borderline-accepted (most of the criminals seen in the station are wolves, but there are also a lot of wolf officers), and that cross-species adoption is a common practice in Zootopia, especially of the currently discriminated against, by the formerly discriminated against.
If that's true and Grizzoli follows the example of his parents, one of his kids will probably be an adopted fox.
