I've never played the Halo series(aside from starting the first one), but is that ridiculously tall building supposed to reference the game?

It's an orbital elevator, a structure designed to ship materials to the edge of space without the need of combustion engines. It's a common trope in sci-fi stories because the concept has been around for a long time, but in order for us to build one we need to develop a fibre light enough not to cave under the weight of the ridiculous distance it would have to cover while also being strong enough that the end in space wouldn't rip it's self from the earth.
