From the looks of it, it seems like you use some good brush plug-ins for the shape of the leaves, or you just painted their shapes from scratch, then applies some artistic filters to them in PhotoShop. Looks great either way, and it is something I could never pull off unless I were to just copy this background outright by hand, using similar brushes and filters.
