In the pictures I've seen of Joseph without his bandanna the skull plate is there, so yes. It's underneath. He is a houndour.

Actually, the one with the magnifying glass is a glaceon. The one hanging off the guy's arm looks like a flareon though.. not 100% certain though, but that seems like the likely one.
