Romanadvoratrelundar is a Time Lord, or more specifically a Time Lady in her present regeneration, from the planet Gallifrey. She was originally told off to assist the Fourth Doctor in a quest, but later decided not to return to her home world and instead travel the universe with the Doctor. While sometimes skeptical of the Doctor's methods, she nonetheless has to concede that they are effective.

Sylvia likes cosplaying strong women, and readily agreed to cosplay Romana when her boyfriend Kyle dressed as the Fourth Doctor. I think she has the "Skeptical" expression down pretty well.
