On very rare occasions a note in a black letter will appear from the mayor. It will have somepony’s name and a reason for why they needed to be removed from the town; usually a very severe crime. That townsfolk will have disappeared without a trace. By without a trace, I do mean that literally. Noone will remember what they looked like, anything about them, even their house will have looked like they never lived there. I’ve only seen two black letters since I’ve started living here. The town goes somber for a while afterwards, but since nopony remembers them things return to normal prettyfast.
