Some snakes will do it when they get excited, sometimes during feeding or worked up, almost like somebody who subconsciously bites their nails or something when they're anxious. I adapt the behaviour snakes display to Nagas. But I don't think they would wag their tails. perhaps coil around the person so they cannot escape until all manner of petting has been fully and utterly exhausted.
