Her hips, mostly. There's a decent amount of structure down there from where the Coccyx sits, a space between there and the anus (A lot of artists draw the anus right underneath the tail - this is a common anatomical mistake), the perenium, then the space for either toe boy or girly bits and finally heading around to the pubic bone at the front.
