Too busy either freezing to death or suffering random surprise mass ambushes.
(Modded Skyrim...because vanilla isn't enough. Seriously if you get the chance try the Frostfall mod. It can be completely tailored and it's req Campfire helps breathe monumental new life into the game. Requiem just expounds that. Sands of Time is largely me being masochistic but wanting less predictability in my encounters)

CAAC doesn't mesh well with things like Requiem and Frostfall (last I checked).
And it's not just quick cash it's got roleplay to it to. I'm actually kind of sad there aren't oddjobs to do in the game. It's a nice alternative to make a fair bit of money quickly.
And when you mix Requiem with Sands of Time the ability to make quick safe cash is very valuable.
Also, Frostfall's requirement mod, Campfire, adds mobile tanning, alchemy, and enchanting. So...yeah.
As a side I really hope such things get incorporated into the next Elder Scrolls so we can actually feel more like explorers.
