He is a Creep, which is a massively mutated post-apocalyptic human... The Creeps are highly mutable, and are born in one of many random forms, this is one of the forms known as a Burr. Burrs are capable of a special sort of illusion magic because of their four arms, because the magic requires 6 limbs to dance.

Their enemy is another clan of mutated humans known as the Blueds. They are semi-scaly, bald, nightwalkers.They are vastly more prolific than the Creeps, but less mystically inclined.

The Creeps and the Blueds have been enemies for all of known history, in the tree-shrouded ruins of old Nyawk.

Either the world grew 10x as large as it was then, or all the humans (and magically-warped subspecies) shrank enormously. But the mass/gravity is far less so you can draw your own conclusion.
