Well, think about it this way. Always seeing huge boobs is one thing, but having them presented to you in a semi-provocative manner is another thing. X3
Another way to look at it would be the "Hot Sister" Effect. The idea that even though your sister is incredibly sexy (or in Tom's case incredibly busty), you'd never notice it. Since you'd always being viewing them as the sister you grew up with, and not the bombshell that many people view her as.
