This has no explicit placement inside the storyline. It's just a late holiday chuckle for everyone. Happy Holidays! :)
Is there such a thing as snow in the Kanto and Johto Wastelands? The answer is yes. Not all of the mountains are barren the entire year. Winter in the Wastelands can be nasty.

Snow. While there were ice types in Refuge 25 that could make it for snow cones or snowball fights, it was largely artificial in origin to the eyes of the residents. Naturally occurring snow was something that was only mentioned in children's stories and history books. That is how it was perceived for the past two centuries. Or rather that is how it is perceived within Refuges that had stayed sealed for that long.
So when winter inevitably came upon the wasteland, Caitlyn and Idena were not quite prepared to handle the cold or the snow that soon fell from the sky.
While they did find shelter for the night, there was not any clothes available that either of them could wear. Nothing except a five-piece lingerie holiday getup, that is. It was, obviously, not intended to be used as outdoor winter clothing.
But Idena insisted on wearing it despite Caitlyn's arguments otherwise. Ignoring that this would be the first time Idena wore anything besides boots, her choice of garments was flat out impractical.
So when they set out in the morning, Caitlyn was not surprised to see Idena handling the storm much worse than herself. And she couldn't help giving her daughter-clone an "I told you so"...
The storm quickly forced them to return to the shelter they just left to wait it out. And at least the shelter had a fireplace and plenty of stuff to burn.
