I'm not totally certain but I think it's actually just meant for advertising. So like, if you make an ad for your service and say "follow us on twitter!" you can't (or shouldn't) show a cartoon version of their logo, gotta be the regular one. Something like that. But yea, at first glance that's what the rule sounds like so it created a meme.
