I know this might surprise you, but I'm pretty sure this guy, in some metaphysical exisentialist 'Alice In Wonderland' down the rabbit hole scenario, I believe Ralsei is Asriel's grandfather and somehow in the couldron of Toby's fantastic mind, he's made up some excuse for this revealed later in the story and why Toriel and Asgore are so friendly with humans in the first place.

Because if you had been locked in a basement by humans and didn't manage to find some decent ones somehow, you would be pretty irate unless you came to discover somehow, in the most unlikely of scenarios, humans are ok.

I know, say how do you know that, but people are peachy about Legend of Zelda games and they don't completely derive from sense either. *Magic*.
