I agree with you there. I concidered going to 5cmc since he additionaly got flying and deathtouch and also makes tokens with flying unlike Anafenza or Kalitas, but much higher than that sounds kinda overcosted to me either since he also needs some time to actually become usefull.
It's an interesting combination of abilities, but (speaking as a commander player), for the mana cost, this is broken. Consider anifenza https://www.coolstuffinc.com/p/Magi.....SABEgIKs_D_BwE
This creature is like her, but objectively better. Adding the bird token to the exile already edges out anifenza, but add flying, death touch and 4 toughness with the ability to go tall after a single board wipe? Or god forbid you resolve an attrition or dictate of erebos. The cmc needs to increase in my opinion, especially since it's in green. That or maybe drop the bird spirit? But it would be a fun commander to build around.

Eh, I wouldn't really call this broken. Consider that Kalitas pretty much does the same thing, also at 4 mana (https://scryfall.com/card/ogw/86/ka.....raitor-of-ghet).
The color combination does lend it self more for token shenanigans than monoblack, especially with stuff like Doubling season, Parallel Lives and Anointed Procession etc.
