A devious lawbreaker, Pepper is known to snatch up his prey off the lonely Brooklyn streets and traffic them through the states, he's not one to mess with, especially if youre a goodie toe shoes like Ruben. He particularly took interest in the chubby rat due to not only his involvement with the Mafia AND the police, but his two children he speaks highly of. Sounds like the perfect snack to Pepper.
