There are quite a few ways of doing it. Yo can start with a drawing with lines then slowly erasing/painting over the lines OR you can have a drawing then just clip a layer above the lines and color the line itself with a color picker just to blend it with the color next it it~ if the blending too much you can just make the a bit dark just to maintain the detail. Slowly by doing those a lot you can start painting over your lines and just paint the details.
If you're not comfortable you can always paint a layer above the drawing and make the lines vanish that way ^^
