Pikachu is pure electric type, which is single-resistant against itself, so damage from electric-type attacks is halved.
STAB (same-type attack bonus) is applied, so electric attacks are half again as powerful, compared to attacks of other types but with the same base damage.
The above two factors stacked together result in electric type attacks dealing 75% of their base damage against electric types.
Most electric type attacks deal special damage, and thus depend on the special attack and defense stats rather than physical attack and defense. Quick attack deals physical damage. I don't know how much of an advantage or disadvantage that produces, if any.
I don't know much these rules apply to this fight, if at all. It doesn't seem to strictly follow the game rules.
And don't forget that attacks that would always hit in the games can still be dodged in this somewhat more real-world-physics-based universe. So it's also a matter of actually getting attacks to connect, and using deception, strategy, attack trajectories, area of effect, overwhelming amounts of attacks, his exhaustion, management/minimization of her own exhaustion, etc., to shape the battle in her favor.
