I'm told that in Playgrounds of the Mind, by Larry Niven,
the villain is a wizard who uses a spell, that creates a spherical area of null-magic, and since everybody is relying on some form of magic or another, it is crippling the whole party, except, the "werewolf" was actually a wolf changed to a man.
He turns back into his true form.
