Charles is a former serial killer. In Owl's world there used to be the equivalent of Super Heroes. Masked vigilantes. Charles is the reason that many are dead and the rest quit before they had their own run in with the grim reaper.

Charles is easily the most unhinged of Owl's coworkers. He goes after very specific jobs and is probably Owl's only real equal among his bounty hunting coworkers (in terms of 1 on 1 combat)

Also Charles is Owl's best friend as Charles has been there for Owl ever since the horse promised to kill the lion one day. So yes... they fight a lot. Owl more for his life... but after the fight they go grab dinner and talk about jobs they pulled recently.
