scrappy existed just to boost ratings in the original show, maybe that's one of the reasons scrappy is disliked among WB they even treat him as a joke the first first live action Scooby doo movie he was the main villian even joked about in Scooby Doo mystery incorporated (Fred: we agreed to never talk about him)
... he did kinda "appeared" on Batman: Brave and the Bold... as an attempt by Bat-Mite to get the show cancel with different cliche changes to shows... and remember: This show actually went out of its way to make Aquaman seem as awesome as he can be, even giving Guy Gardner some limelight... but still treated Scrappy as a joke...

For me personally, I never hated Scrappy. What irked me as a kid was when the monsters became "real" in-universe, because what I enjoyed was the mystery element. But that wasn't Scrappy's fault.

I've seen that video too. There have also been a few reviews and retrospective series where the reviewer states that they either didn't hate Scrappy or found wasn't as bad as people lead onto.
But overall, some people are turned off by Scrappy's general voice and attitude,(the later being improved on overtime) as well as people affiliating him with how the show started to change. Basically: Their ideal of Scrappy is pretty much as accurate of how the newer TMNT shows depict the 80s animated TMNT show as a general silly cartoon show with NOTHING serious in it.. except for the times they did.

I love the drawing, I do, especially since I never agreed with the anti-Scrappy movement -- it makes no sense to hate on a character who literally saved the entire franchise when he was introduced.
But -- forgive me -- Scrappy didn't have spots. He was chocolate, not choclequin. Scooby is choclequin. Yabba is harlequin. Scrappy is chocolate.
