This was taken in New Haven, KY just a week before the Kentucky Railway Museum hosted their "Day Out with Thomas" event. To my undertsanding there are actually six of these things that go to various tourist railroads around the country to host events. I'm assuming that the rig (it's literally a hollow shell with just a air brake resevoir in the boiler) is transported without the face so thats why its kept covered up.
Yeah these things roll and whistle (on air) and smoke (smoke machine) but other than that parents are pretty much shucking out $40 to let their kids watch and empty sheet metal shell get shoved around by a diesel engine at the other end of the train.
Actually these things are so flimsy they actually have an operating rule by the builder to never put it in between two cars since the slack action could literally tear this thing in two!
