The story behind this is a long one, that gaining Belial took place a while before the events of Persona 5 Kingdom.
Story 1: At first, during the story of Black-Hearted Nightmare Guardian, where a certain jester used the power of the Collective Human Unconsciousness in order to siphon the darkness in Amarok's heart to help birth his own Shadow: Dreamless. Ever since then, serious conflicts were happening, especially when the Multiverse Defenders got involved.
After the conflict reached their peak, with Amarok going off to face Dreamless one last time, the two had a heart-to-heart conversation calling out each other's flaws (Dreamless's callousness and hatred, and Amarok's timidness and indecisiveness.). After finally coming to terms with each other, Amarok accepted his Shadow, and they became one again. Elizabeth, Theodore, Margaret, and Lavenza saw this in secret,
and concluded that this only gave Amarok the subdued potential to summon a Persona, rather than giving him a Persona outright, since he still got a long way to go.
Story 2: After a few devastating incidents that sunk Amarok into deep despair and hollowness, he wasn't doing well, especially when he was tailing after a certain enemy which brought him into the Persona Universe via Blazblue Cross Tag Battle Incident, a new one, rather than the one with Susano'o, this time with Madoka Magica cast intertwined.
Amarok went in, concealing his identity with a cryptic stranger moniker via black hooded cloak and voice changing mask which unfortunately had to get into conflict with the Persona Heroes and BBTAG competitors, even in their worlds, with the intention of preventing them from getting involved with Multiverse Stuff, due to an enemy he's tracking causing all of this. On the other hand, he used his actual identity to fit in as a civilian. Unfortunately, fate bright him to meeting the Persona Heroes, especially the Phantom Thieves of Heart.
Due to circumstances having him work with some figures that the thieves despise, they weren't on the best of terms with Amarok at first, but started to warm up to him the more they got to know him.A couple of Multiverse Incidents happened, and some characters grew too close to him, which he actually saw himself getting sucked into, falling for completely, which resulted in him unintentionally falling for one of them, which was the last straw which resulted in him immediately severing ties with them all. He even had to reveal his cryptic stranger moniker to them before leaving to the Red World, leaving them with a note to declare them to challenge him for the right to participate in these Multiverse Affairs.
This led to more conflict, especially against Ryuji Sakamoto aka Skull. During the previous conflicts as the Masked Stranger, he assisted them, but when they fought, Amarok was basically brutal with them, which unintentionally resulted in a few of the Persona Heroes unlocking a new level of power for their Persona.
In this battle, however.. Ryuji/Skull, using this newfound level of power, was blazing with the blue fires of a Persona's power, and with a devastating gut punch imbued with it, Amarok was struck through, and the blue flames and chains went right through his body. This resulted in Amarok being imbued with a blue aura as well, signifying that his potential was further dragged out, but he still didn't completely awaken.
However, after a few incidents that involved Amarok getting manipulated and influenced, he was bestowed with a false Persona: Michael. However, this hints at another Persona he would've awakened back then, before even Dreamless came into being.
Story 3: A lot of incidents happened, first which involved Amarok learning truths that sent him further into despair, which made him easy to be used by his enemies, which made his mental and emotional state worse. The Multiverse Defenders still fought these enemies, with addition of the help from Madoka Magica/Blazblue/RWBY/Under-Night/Persona/Heart Aino/Yumi, and even No Guns Life/Hero Academia/Demon Slayer/Dorohedoro, who are all now integrated into the Multiverse Defenders.
The incidents so far had godlike enemies, especially corrupting Amarok into becoming a familiar monster, which made things even more worse for him. It's all been a downward spiral that everyone (or at least most of them) had to put their all into saving him. Ever since then, after a couple of incidents, he was doing his best to recover from it all, with his friends helping him, especially with the help of couple of professionals. After helping out with the Wings of Magus Incident in the Madoka Magica Universe, he was making a lot of progress with recovering..until he returned to a world containing an old kingdom that he knew when he was a younger teen.
That kingdom was composed of Humans and Demons who lived together, as it's ancient history involved Angels and Gods separating from them to connect to a different area to maintain bonds with the Mortal World. This was result in wars being waged between Gods and Demons, with Humans caught in between, resulting in them being subjugated by the forces of Heaven, or ravaged by the forces of Hell. Eventually, 4 Demon Lords saw the mistreatment of Humans from both sides, and sought to save them, gather them, and help them rebel against both Heaven and Hell.
These 4 Demon Lords were known as the 4 Lords of Revolution:
Belial - The Lord of Ambition, and with his Bullhorn, he ignited Humanity's Independence
Airoch - The Lord of Perseverance, and with his Armor, he fostered Humanity's Bravery
Asmodeus - The Lord of Unity, and with his Torch, he bolstered Humanity's Unity
Belphegor - The Lord of Prosperity, and with his Diamond, he encouraged Humanity's Prosperity
Ever since the 4 Lords of Revolution faded into history, lineages and bloodlines were created from what remained of them. The current head of Belial's bloodline had been corrupt, along with one of the Human's top political faces. Both of them were at odds with each other, which resulted in political decisions fueled by hatred and pettiness, greed and envy, which made the citizens, both humans and demons, suffer greatly via infighting and civil wars, which caused innocents to suffer as well. However, they still believed in their rulers, which made this akin to Stockholm Syndrome.
The kingdom was now a complete dystopia.
Amarok had to investigate this, as this kingdom changed vastly from how it was before, since the two current rulers were elected sometime ago. As a result of investigating, nightmarish beings were sent after him, as he found that a family he known was being held captive in a creepy place.
The family had been making progress with getting themselves out of there, and insisted they don't need Amarok's help, which ignited Amarok's insecurity and depression once more. Amarok made the mistake of leaving it to them, and leaving them, believing he was useless, but that led to them all getting ambushed by nightmarish creatures. Amarok was unconscious and captured, but once he freed himself, he searched for the family, only to find them brutally murdered and slaughtered, leaving Amarok greatly horrified.
The child daughter was barely alive, and with her last words, with tears in her eyes as Amarok tried to heal her, she passed away. This, combined with a sudden demonic voice Amarok heard in his head, encouraging his fury, made Amarok fly into an uncontrollable rage, resulting in his Demon Genes taking over. Meanwhile, a few of the Multiverse Defenders had came in as they heard Amarok was here, and they ended up fighting against these abominations. However, the battle was soon stopped when they all spotted Amarok coming in, this time looking vicious, with his black pupils slit, his irises crimson, his eye sclera black, his teeth sharp and black, and his voices consisting of demonic growls and roars.
From then on, Amarok proceeded to savagely bloodily kill and rip apart every single evil creature in the room with just his bare hands/claws, much to the shock and horror of the Defenders. Afterwards, Amarok came back to his sense, and he was in tears from the tragedy of the family who welcomed him in years ago. A few days later, the rulers requested Amarok's presence, and when he did, they revealed that they had recorded Amarok leaving the family to find their own way out, which led to their death, and Amarok's slaughtering those nightmarish beings. It was revealed that the abominations that were killed was the lost family of the Demon Ruler that gone missing years ago. The family that died to the monsters were the family of the Human Ruler.
Both of them gaslighted Amarok into believing that he was responsible for their deaths, and that this incident should never get out, as it'll prove that he hasn't changed from his past life as Abenisk. Ever since then, Amarok was an obedient pawn, forced to crush any resistances and rebels against their rule. It started break and wear him down more, until some of the the Multiverse Defenders got involved (Especially the Phantom Thieves), and saw the state Amarok was in. They eventually started investigating classified areas that contained secrets and information, but by orders of the rulers, Amarok intercepted them, and it led to another conflict battle, which made Amarok feel heavily conflicted and broken over guilt and confusion about right and wrong. The defenders had to talk some sense into him while the others investigated the areas for information, and they found a recording showcasing what Amarok did, which supported the testimony of the other defenders.
They also found some shocking information: The Demon Ruler was responsible for his family turning into abominations as he wanted to start a war with the gods and angels, and they wanted to stop him, and the Human Ruler and his family was of the same exact situation, the Human Ruler imprisoning his family in the creepy building where Amarok found them. The reason that the rulers were so cruel towards the civilians, instigating infighting and civil wars between Humans and Demons, is because it was their own corrupted way of following Belial's will, as they saw themselves as Inheritors of Belial's Will, especially because the Demon Ruler was of Belial's bloodline.
Amarok's mind went blank when they revealed that information, he didn't know what to do or say anymore. Ryuji Sakamoto, Touya Todoroki, Phantom Ganon, Toshinor Yagi, and more all gave conflicting advice to Amarok about justice and revenge, some even freedom, but he was left still confused as they all went off to confront the two Rulers. The demonic voice spoke to him again, telling him to reflect on all of the times he asked for what to do, only to be given subpar answers that doesn't help his situation at all. The voice pointed out Amarok's flaw which led to the family's death, and the two rulers using him: Always listening to others instead of thinking for himself. Always worrying about what others think of him, rather than valuing himself.
The defenders faced the two rulers, and turns out, they had very powerful magic and contraptions to help them. The Defenders found it surprisingly tough to face them, but they weren't completely overwhelmed. During the battle, Amarok came in, which gained the attention of the two rulers. They commanded Amarok to smite the defenders to redeem himself of his failure to stop them from accessing private information, but he confronted them about their ideals and their willingness to kill their own families just to obtain their goal of overthrowing the Gods. They revealed that a lot of their relatives, friends, and idols in the past were killed because of them, and that their vengeance has kept them alive through magic, meaning the rulers were supposed to have died long ago.
Amarok made it clear that everyone believed in them, especially since the Demon Ruler was of Belial's bloodline. The rulers insisted that they inherit Belial's will, and they will sacrifice anything they can to make Heaven pay. Amarok tells them that Belial is a champion of humanity, that this isn't what he wanted, reminding them of the 4 Lords' legacy as a friend of humans. This ultimately causes the rulers to discard that legacy, now believing the lords to have been fools. This incited Amarok's feelings of betrayal, as he trusted them years ago as well, as they were kind to him as well. The rulers even reminded him that they can just reveal the incident of tragedy of both families to the kingdom, and he'll be shunned, but Amarok knew it was to keep him quiet and attempt to control him.
Amarok was furious at this, and combined with the frustration of feeling bad from always following opinions and advice of what other people, even his own friends say in regards to him, he ultimately decided it was all worthless. He's tired of constantly caring about what other people thought of him, and that he'll overthrow the two rulers because he wants to free everyone from their abuse. Anything was better than being ruled and enslaved by monsters like these.
That was when the voice in his head finally returned, and as it spoke to him, a heavy, brain-splitting, agonizing headache came along. Turns out, the voice was actually a manifestation of Amarok's understanding of Belial's will speaking to him, and when the mask was on his face, he rips it off with a loud, furious, agonizing scream.
In a burst of blue flames, Belial finally takes form, as Amarok's Ancestor Persona instead of his Initial Persona. His outfit was slowly beginning to transform in blue flames into his Phantom Thief outfit, but Amarok willfully rejects it, resulting in his clothes turning back into normal before completely changing. Amarok decided that if he was gonna overthrow them, it'll be as himself, and he wanted them to know exactly who was the person who inherited Belial's will and will use it to bring down the Two Rulers.
After the two rulers were defeated by Amarok and the Multiverse Defenders, their magic ran out, resulting in them fading, and the civilians were witnessing it with their eyes. Supporters of the rebellion against the rulers congratulated them while others despaired, and once again, infighting happened again, with the Defenders watching with mixed emotions. Amarok on the other hand, was feeling like himself again, bold, confident, wild, high on power as well. However, when he saw the infighting, he found it all annoying that getting rid of tyrants didn't do anything.
He then went to a sacred museum to grab a priceless, sacred artifact that was left behind by Belial: The Horn of Ambition. He returned to the scene, with the horn with him, and he uses it and his newfound powerful voice to quiet the chaos and lecture them all about their repugnant behavior, and how they were willing to be fed lies just to sustain some ideology, and how they were all used as pawns, like he was recently. He made sure to use the horn to remind them all about what kind of beings the 4 Lords of Revolution were, and how much shame they would feel if they saw how the people were acting.
He argued on about their willingness to keep quiet, and their willingness to hurt each other over petty disagreements, and finished all off by saying that if they want a great kingdom, then they'll build it themselves, and it's not gonna be his problem anymore. From then on, he dropped the horn, and left, with the Defenders following after him, and they all exited the world.
Why is Belial called an "Ancestor Persona" and not a "Initial Persona"?
It's simple, really: https://megamitensei.fandom.com/wik.....cestor_Persona
Ancestor Persona's are an In-Universe ancestor of a Party Member. However, Amarok's Ancestor Persona is sort of an unorthodox case, as the ancestor he has is the ancestor of another person, not himself. This is due to him unintentionally inheriting Belial's Will, to exemplify how he succeeded where the two rulers failed. Amarok knew what a true ruler was like, unlike them. He understood Belial's Ambition, unlike them.
In the end, it can be seen as Belial choosing him over the Demon Ruler.
