Scott, a civil (most of the time) engineer, directs the placement of a steel girder from atop the steel girder itself. In reality, Scott doesn't actually ride the steel but he is an engineer. The number on the girder reflects its mass in kilograms (7650 lbs) so it's sort of light. Killroy was also here.
I never figured out exactly what he's helping build but it's kinda tall if all you see are clouds behind him.
The little lightning bolt on his tail is important.
