Actually he's in a class all his own, known as the Tyrant.
Tyrants are massive super soldiers that listen to orders and are -not- dead.
1 in 1 Million are classified as a Tyrant, since they'll take the virus 'well'.
900,000 in that million will be mindless flesh eating zombies, where as the last 99,999 will be 'special' kinds. Hunters, Lickers, etc.

But he's -not- a zombie. He doesn't eat flesh, and he actually speaks. (No, Zombies don't go around saying BRAAAAIIINS they just moan and groans) Not to mention he's designed to follow orders (Which is why he went after STARS members; where as Zombies just go after anything living).
