Because I am a massive nerd, I decided to look at Cyrus' sheet from a Tabletop player perspective. I'm using D&D as the system since I know it the best:
Considering the profession, I'm thinking a bard based (sub)class. Maybe College of Mesmer? Would have to be home-brewed but that is always fun.
Taking into account the +0 to Constitution, the max level Cyrus would be is 20 if he had low rolls or 5th if he had max rolls. Considering his main ability score is not maxed leads me to believe a lower level. Level 8 is the approximate level for the average roll of a Bard's hit dice, a D8. At 8th level, he would have a Proficiency Bonus of +4 and the following features:
Spell Casting, d8 Inspiration, d6 Song of Rest (Flavoured to Trance of Rest?), Jack of All Trades, Font of Inspiration, Counter-charm, Expertise, 2 College of Mesmer features and 2 Ability Score increases.
If we take Cyrus' stats to be his base rolled stats or he did some mixing of Standard Array, then he would have to have taken 2 feats for those increases. I would suggest Inspiring leader as the first. The second could be anything useful, like Lucky, Alert or even War Caster but I couldn't really find any official feats that would really fit his Mesmerist theme.
Spells at 8th level would be 3 Cantrips, 4 1st Level, 3 2nd Level, 3, 3rd level and 2 4th level. Again, to fit the theme of Hypnosis and mesmerising; I would suggest:
Cantrips: Dancing Lights, Message and Friends
1st level: Charm Person, Herosim, Sleep and Disguise Self
2nd Level: Calm Emotions, Enhance Ability and Enthral. (I would think Suggestion would be added as a Subclass feature or something akin to it)
3rd level: Hypnotic Pattern, Catnap and Enemies abound. (I decided it would be easier to favour as apposed to fear. Hypnotising someone to believe those around them are foes)
4th Level: Charm Monster and Compulsion.
The one thing that threw me off at first was the 19 AC. That is more of a Fighter/Paladin/Monk AC. It is possible, though. Studded Leather armour would provide an AC of 13 (12 + Dex) since Cyrus has a Dexterity of +1. If he takes up his 3 Magic item slots with +3 Armour, Ring of Protection (+1 AC and ST) and Cloak of Protection (+2 AC and ST); that would give him +6 to his AC and +3 to saving throws which would result in his AC of 19.
As flavour again, you could replace his instruments and instrument proficiency with items used to help captivate attention, one of which could be the pocket watch in the picture.
Overall, a very good build but I would suggest upping your charisma more to really captivate your audience and get the most out of both the base class and the College of Mesmer.
