you could try Autodesk or Medibang.

Both will open PSD files and both are free

question if you're still reading comments, can I add spikes to it? I'm thinking of adding spines down their actual spine, and maybe some on the head down to the mid, to 3/4ths of the way down the tail.

Yeah, if you want to, go for it :0

Personally, i think spines would work better down the neck than the back, only because of the way the head/neck sits, back spikes might get pokey!
