Quite chilly, and not very hospitable outside but for different reasons: the moon has only a small amount of atmosphere, people need to wear environmental suits when moving outside of the station, to and from the landing pads for example.
The Hesiarr have left their suits near the entrance to move about in only the needed clothing for the temperature of the station.
The Shunamir welcoming them are in cultural garbs, mostly worn for decorative reasons. They have a religious tradition about these things, but for practical purposes which includes protection from the ice crystals you mentioned, they have their own purpose-built enviro-suits too.

Yes, Nirsial is more used to colder environments, having done a lot of traveling, and visiting planets and stations of other species which tend to live in colder climates.
