ummm... latex? I made me horns from foam and 'painted' them over with latex, which I colored with simple wall paint, so I put some color into the latex and then painted the foam with it. First the foam will soak it in, let the first layer dry and then pant another over it. And then another, another another... continue till you have it as you like and you can still try to give it texture in some way by modelling the drying latey layers with a wooden stick for example. :) The horns I once made were stolen from me, unfortunately. Otherwise I could have shown them to you. But the latey won't make the horns too solid or heavy, because then they would sink down or probably lose their form or whatnot.
I've done latex over foam horns^^ They are indeed a neat process and finished project, however I have some shell type finish that I am going to be applying to these particular horns ^^ It's called Car Bondo, and is used to repair the small dents and damaged areas of cars. LOL It's amazing stuff! Can be super light, super strong AND sandable/paintable/mutatable :D
