I see them as mages-for-hire brought in deflect/defuse severe weather. Most are hired by transport groups to protect sensitive shipments from the threat of weather, perhaps with a caravan traveling through the mountains or a ship traversing waters with a risk of stormy weather. Some are kept on hire by cities and towns in storm-prone areas to live there and protect the areas they live in.
