Yes, it looks like a cartoon character from the Golden Age only given the hobbies, wardrobe, and facial hair the 90s had. That is an awesome goatee. And I would want everyone to know about him.

In my pony stories, the ponyland actually has a significant portion of non-pony immigrants. So there could easily be a place for a cameo, or even a bit of dialog.

Of course, I don't want to copy someone else's design outright. I would want to use a design based on one of the cuter remakes you've commissioned -- and possibly using a nickname like "Triple C". I would also would want to be sure the form of the character I use is technically something I own (for my own copyright issues).

I wouldn't pursue any litigation unless absolutely necessary. Go ahead and use him, as I'm seriously considering using Creative Commons to maximize distribution.

One of my characters (Dragonshy Flutterstrike Honeyprickle) comes from Foalstown (an independent town embedded in Equestriopolis, known among locals as the pony equivalent of Youngstown, OH). Perhaps he could be part of her old gang (which she's no longer part of, since she ran away to Friendsville).

(Her gang is quite friendly, but they keep a tough image for their own safety. Not so much a gang as a group of outcasts coming together for their own protection -- and friendship.)
