This is Rooney, another skeleton in Blintz's frontier universe. The two aren't brothers, but everybody thinks they are. They don't deny the claims, because everybody calls them the "Lock & Stock Bros." an they like the title.

Rooney is what you'd call an anti-villain. He's a marauder, but Blintz doesn't apprehend him because Rooney's saved his life more than once.
