If ever there was a steampunk warship..the Imperial Russian ship the "Novgorod" must have been it. Launched in 1874..it carrie 2 11 inch rifled guns and was designed as a coastal monitor for use in the Baltic Sea. It's main claim to fame (??) was that it was circular https://en.wikipedia.org/wiki/Russi.....nitor_Novgorod

It depends on what you consider to be Steampunk.
I don't mind the Steampunk Fandom that has come up, but I keep it at an arms length. They have fun and that is fine, it's just not for me.
As racist, sexist and a whole lot of other 'ist's' it had, I'm more interested in the culture of the time mixed with a few Steampunk gadgets and the changes they bring with. The popula Steampunk Fandom's gadgets are simply too loud, too obvious and like I aid, the culture gets ignored a lot. Just as an example, many costumes I saw female fans saw wearing would make them cheap whores in victorian times (not saying they are mind you)
So, it depends on what you want Steampunk to be, much like what you consider to be Furry.

To me, Steampunk pulls back to the Victorian times, basically anything back before 1920 in my mind. If you see this as having relation to the vehicles and/or devices that were used or were common back in those times I can't condemn this piece one bit. As you said, it's all in the beliefs and mind of the beholder.
