Rakesh is obviously very affectionate and tactile and excited to meet a new friend and I imagine Brandon's giggling and being so ticklish just made it more fun. At least he's calmed down a little now though licking Brandon's face will make his fur a little sticky, though he doesn't look like he minds too much. Perhaps the way to keep it under control would be for Brandon to give Rakesh a good tummy rub, a nice affectionate way to get him relaxed and maybe a little giggly himself if he happened to be ticklish.
