That's an elniar warrior concept. Despite the fact that elniars is very peaceful race and best diplomats in the galaxy(thanks to psionics), they have developed warrior culture, especially radicals who hold on to ancient traditions and beliefs. Many of them undergo minimal military training, and some percent -- becomes extremely powerful warriors, true aces of psionic and war crafts.
