I've got to get back to posting the pages consistently. You might notice a stylistic difference on this page and that was because, at this point of production in the comic, I wanted to get as much possible done so the comic could finish- but there was still a mountain of work to do even after a year solid of working on it. So I hired 2 of my friends to help out with 8 pages of the comic, this being one of them.
For those who don't know
Blurrygrey his style is very unique, and he wanted to challenge himself to see if he could match mine to simulate what it'd be like working in a professional environment. Scripting and sketching is still done by me, he just handled the inks.
Barkley is very defensive of his rookie Catalina. Whether that's a sense of wanting to make a good impression on his first rookie, a civic duty to protect those on his team, or just natural canine loyalty remains to be seen.

Nonsense, the Hound of Justice is protecting the community from criminal scumbags like Zach!
Oppressing the population to make them arrest themselves, blowing off heads, and entrapping people to commit crimes out of desperation...that's justice! XD
I don't think Barkley realizes how big of a hole he's dug.

I don't blame you, it's been over a year of posting, it's hard to keep up with a story for that long. Here's the recap:
Zach was out fighting at an MMA event when his girlfriend Aiko was kidnapped by rouge moonrunners (one of which, Jennifer Lawlor, was an undercover Order operative and Zach's ex. The Order deal with Feranthrope threats like secret agents)
Zach tracked down the moonrunners after they caught Durantay (A mysterious and devastatingly powerful Feranthrope who has the power of the moon). After incapacitating the moonrunners and saving Durantay from a life in prison, Zach learned of Aiko's location, the NHC Detention Facility.
Disguised, Zach and his mentor Julius snuck into the facility before they ran into an overzealous hunter captain Malik (Who was Julius's past student). Zach managed to rescue Aiko thanks to most of the facilities defenses already being shut down, before he they both run into The Forsaken- 4 of the members from the terrorist organization's east coast group. They're attacked and Aiko is injured, but Zach manages to escape with her.
NHC guards surround Zach, he originally planned to be captured so Aiko could at least get to safety, but The Forsaken unlocked all the prison cells, letting loose all the Feranthropes they had turned feral from torturing them with the facilities sound system. One of which was Lylla, a fellow raccoon and Zach's ex, who had been tracking The Forsaken when she saw they were up to no good.
Zach and Lylla fight their way out of the prison, but not before Malik warns that a war that they're not even aware of is coming and their actions will have dire consequences. With Malik and the rest of the guards defeated, Zach and Lylla leave with Aiko (The rest of the feral Feranthropes escaped the facility and are doing god knows what)
Before Zach and Lylla can reconcile, Diego Barkley (Who had been setting Zach up all night to disobey the law) arrests him, blaming him for all the destruction caused, unaware that The Forsaken are plotting something sinister, and that Malik (A mentor to Denise, Julius's daughter) was behind Aiko's original kidnapping. He's also very unaware that his new secretary Shaneequa is crushing on him hard, his rookie Catalina is terrified of him, and that he totally blew someone's head off with the 'perfectly safe' Kennel.

He, truly truly complex there at this point now.
Really sounds like Diego at this point is just hyper-focused on getting revenge on Zach for whatever happened back then.
Though even though I read now through the comic on your website, I am still baffled as to why the Forsaken actually started that public TF chaos you also posted here. Seems like kinda counter-intuative, transforming people left right and center. Doesn't really help their cause as feranthropes. More like 'Some people just want to see the world burn' trope.

Depends on how far you've read through the comic (Trying not to give spoilers)
Were seeing this play out from Zachs perspective, we know just about as much as he does, but there are consequences for actions in this universe, even for the antagonists. These 4 belong to a bigger group- theyre definitely going to catch hell for what they're doing (Why do you think they're so desperate to get Durantay?)
They each have their own motives for doing this radical act, something thatll be explained in vol 2, but to answer your question specifically:
This was a..."raising awarness" campaign. Fear sways votes and the election is in a few weeks. Government coming down on Feranthropes helps with the Forsakens final goal (which hasn't been revealed). I can tell you, theres definitely shadow politics going on here, but we only know what Zach knows.
Vol 1 isnt the end, but the beginning to a badass epic. It's designed to make you ask questions that will be revealed as the characters develope and the story plays out.
