There was a wide desire to KEEP our captive, but TRANSFORMING him won out. Look at our new pet? Aren't they adorable?
It's the end of turn 1, and we have two choices to make. One concerns FLUFFY, our new friend. The other concerns CASUAL TRANSFORMATION, which I know you all love.
Since it's the end of the turn, we have a new Faction Leader Interlude! Today is WARFARE/CURSE, starring the ARBITERS. They just wanted to make friends, and now you ruined everything. War is their enemy, and they will bring Death to any who seek to bring it. Just... ignore the hypocrisy in that. It's better for everyone involved.

My vote is for MEDICAL NEEDS FIRST in regards to casual transformation. I'm all for everyone getting a chance at being transformed, but I think those that need it most should get first crack at it. The potential of self injury with it maybe needs to be looked at, though... May have to consider punishment for those who do...
Hmm... Keep as a royal pet for Fluffy, until we can talk to animals proberly, we better keep her safe so we can extract information we need as soon as we can without running into snag of her being wounded/lost to other factions or freak accident in town. Not to mention, she is now too cute to give away or alter further.
Now for transformation, I would say go with workers first, to increase productivity. That way we can have our faction getting work done bit faster and also get to enjoy seeing some changes, while avoiding our people intentionally hurting themselfs. Also considering injuries, we might not always have possibility of someone being ready to perform that medical change and if our people expect that as main solution, they might not be able deal with injuries otherwise if they don't practise normal healing.

Medical needs first! Let's have this ready before we have some serious incident, not after. If anyone does deliberately injure themself to get a transformation, well, it's hard to begrudge one to someone that desperate for it.
