The younger half-sister of Simone VanRoDine, Winifred "Wendy" Oxendine.
The reason this is titled "The Exiled" is because that's exactly what Wendy is. She was once Mrs. Peter VanRoDine, but thanks to a certain event, the VanRoDine matriarch, Clarissa, more or less banished Wendy from not only Chateau VanRoDine, but also from Ratropolis. She was also forced to leave behind her 6-year-old son, Edward, to be raised by his aunt and uncle.
Officially, Wendy was said to have left because she suffered a nervous breakdown after the tragic plane crash that claimed the life of her husband. While most rodents sympathized, it was still a bit of a mark for the family. Especially for Edward, who grew up thinking that his mother abandoned him.
And yes, like all the previous uploads, her outfit is based off a Carol Burnett sketch: https://www.youtube.com/watch?v=aeQ.....amp;amp;t=211s (skip to 4:38)

HAH! I don't blame you one bit for thinking that. XD But actually, the only reason I gave her skirt a slit is because of how Carol Burnett held up her skirt in the sketch.
But thank you very much! I really appreciate your comments. *hug* And yeah, the flowers help the dress from coming off too drab (brown isn't a common color among evening wear, but I realized that's what Wendy's signature color should be).
