Hooktail is a shoe-in if you can think of anything for her, more Hooktail foot art is always good~ Maybe a Gloomtail color shift in store too~ xP
From Thousand Year Door, Ishnail is... actually a rather one-off character that I like quite a lot. Real cute lookin' shoe wearing snail guy~ Seeing those feet would be pretty nice~
Doopliss is actually a character I REALLY love, and anything foot teasy/tickly that could be mustered with him is good xP
Rawk Hawk and Grubba are both strong options, Rawk Hawk maybe having a favor or two in his direction as for being a pick~
Koops, Kooper, or Parakarry are all three adorable turtles, Koops being my favorite of the bunch by a high mark but it's up to you :p
A Bandit from Rougeport getting a little treatment as robbery punishment would certainly be unique, don't think I've seen those guys tickled before xP

Don't want to front load on ideas here, get too many and have not many of them happen. But Paper Mario really has a lot of fun options. Good luck this month~
