Check if artist has long queue. If its been two months and the queue wasnt long or has consistently been worked on ask for a wip (work in progress). Its important for artist to communicate with commissioner if there are delays.

Thanks, and I've been in semi frequent contact with the person (monthly on my part reaching out to them) they don't have a public que and they keep telling me they'll get it done 'next week' XD it's been 3 months since their first 'next week' promise. Also it's just a sketch commission that was meant to be a 10 min pencil sketch so honestly there wouldn't be any WIPs if they would just knock it out XD

They keep posting fully finished digital personal art for themselves so I'm one more 'next week' away from at least threatening the charge back to their face if they don't see my posts tbh

At this point personally, I would send them a note "I would like a refund" and tell them that if you don't get a refund from them in [X days] you will do a charge back for the refund. 3 months is way too long for a sketch to be continuously done "next week". Paypal doesn't let people do refunds over too long. Can't remember the timeframe for it, though. Man, if I have trouble completing an artwork for that long, I ask my commissioners if they would be interested in a refund. I wouldn't keep tellen em "next week".
