For previous pages, I could guess that Sonic's shoes were for standing while Amy's for walking - this page, it's Sonic's shoes while the "clothes" weren't fully equipped (like gain protect bonus in Skyrim if wear all armor parts) then it's Amy Rose's boots while Rouge wore all cloth parts of FemSonic in Amy's longskirt.

Messy or not, that's pretty certain way to put them in.

Correcting ya - it's Amy Rose's boot is in same effect as Skyrim's bonus armor while equipping whole stuffs.
