Well, I usually try to "feel" the model's essence. If I'm not feeling it, then it's not ready. Sometimes you gotta model stuff the way they look better, sometimes getting the proportions right or accurate to the refs isn't enough. Try to model the face with the same passion you would draw it. You need to "reimagine" it in 3d so it feels good as well, even if it doesn't strictly match the anatomy or refs.
