This one also took me a while to figure out. The idea of making it an Runed Halo as a creature came quite early, but it kinda didn't convince me for a long time. In commander it wouldn't as useful especially, as it would be one out of 300 cards you would give yourself protection off. Naturally it can shut down voltron decks quite well of course, but that's it in many cases, that's why I added the flash, so you can keep him in your hand and respond if someone attacks you with something scary you maybe didn't quite saw comming.
So this one is my final three colored legendary cat angel for Adastra, I hope you like him.

This card in the command zone is incredibly powerful. Being able to respond at instant speed to any of your opponents single card based win conditions is stronk. The range is huge as well, from Blue suns zenith to murderous redcap and/or blood artist loops, the ability to see the opponent go for the win and you drop this, name the wincon card and laugh at only a cost of five. Bant me up baby!
Yeah, I think it's strong too, but not too busted. You still only get protection of a single card, and I don't really feel bad about shutting decks down that always go for the same one card combo. Also I mean if he's in the command zone and your opponent still ran into him, well too bad. Also if he's in your hand, you would be still the blue player with five open mana, that should be suspicious.

Lovely art and elegantly designed card, I can see this being easily printable. Just thought I'd point out that the card name is different to the card name referenced in the rules text, I assume you changed the name at some point and forgot to change the text, I've made that mistake before!
