No. This one came straight from the APD fleet.
How did the sirens turn on?
They were custom rigged, especially for her, to go off at a specified time. All she had to do was open one of the front doors to stop it, tough...

It was paid for and provided to her by the TITAN corporation. They own the whole island, including the police department, so they can do this type of stuff.
