I think that your initial partner is like that no matter what one you chose it to be.
I purposely kept restting the game till I got Riolu (huge Lucario fan)
And the first time I got him I chose the Shinx as my friend and he was all kinds of lame.
But my Battery died so I had to go theough the prosses again and chose the Eevee when I finally got Riolu again,
and the Eevee was the exact same way word for word. So I think it is just they way your friend is scripted.
