I wish I could read the signature of the artist who drew this, it would really really help. All I can make out is the date, putting it in 2005.
This IRC character is named David Archer. A bit of a tree-hugging hippy who hates modern technology but is forced to use it reguardless. Also, he's an idiot in the way that he does some stupid things or says things from time to time that makes people's brains hurt.
He is the only medic in a group of 6 people, but is more prone to being shot at not for being the idiot but for carrying a field medkit. In fact he lost an ear to a very freakish "zombie" stoat and they had to stitch together a replacement and glue it to his head. He also lost a foot which comes well after this series of pictures.

In the first and second world wars it was noticed that if you wore the red cross symbol of a medic, the enemy went well out of their way to throw their ammo and weapons in your direction. Their rationale was that killing the medics kept the enemy from tending to their wounded and a lack of field medics also meant a lack of ways to keep the troops on their feet.
